The 2026 landscape: ODM houses, brand groups and ecosystem players
China's TWS industry has three recognizable layers. At the top sit tier-1 ODM giants that manufacture for global flagship brands — ultra-high volume, Apple/Android ecosystems, and effectively closed to small buyers. The middle layer is where most importers, distributors and D2C brands actually source: mid-size ODM/OEM houses with their own reference designs (often born inside the Xiaomi ecosystem or as acoustic ODMs), offering white-label catalogs, skin-deep customization, or full private-label development.
The third layer is specialist audio brands that also take OEM/ODM work — companies like the Shenzhen audio cluster around Haylou (Liesheng Technology), which grew out of Xiaomi-ecosystem ODM work and today runs both its own brand and ODM production, or 1MORE, known for driver R&D. Why does this matter to a buyer? Because the layer you source from determines MOQ, tooling cost and differentiation. Reference-design ODMs quote the lowest MOQs; brand-groups trading ODM capacity price higher but bring certification maturity and stable QC; and tier-1 giants rarely respond to orders under six figures.
Cost & MOQ structure: what a TWS program really costs
A typical mid-spec TWS BOM (Bluetooth 5.3 SoC, 10–13mm dynamic driver, ANC feed-forward mic set, 300–500mAh charging case) is highly commoditized. What differentiates quotes is not the BOM but three variables: (1) tooling — a catalogue mold is free, a custom housing starts at several thousand dollars in tooling; (2) certification amortization; and (3) packaging, which buyers consistently underestimate.
Typical MOQ bands for TWS programs: white-label/catalogue models from mid-size ODMs commonly start in the low thousands of units per SKU; semi-custom (logo, packaging, tuning) sits a level higher; and full custom ID (new housing, new PCB layout) usually requires 10,000+ units to justify tooling. Certifications: BQB is the one buyers forget
For wireless earbuds the non-negotiables are: Bluetooth SIG qualification (BQB/QDL) for any product carrying the Bluetooth name — the listing must exist in the SIG public database; CE + RED for the EU radio equipment directive; FCC ID for the US; and RoHS/REACH for chemical compliance in both markets. Battery transport (UN38.3, IATA) applies to air shipments of the lithium cells in cases and buds.
Verification discipline matters: Bluetooth listings can be checked in the SIG's public QDL database by product name; FCC IDs are searchable in the FCC equipment authorization system. QC checkpoints specific to TWS
TWS has failure modes that traditional audio QC misses. Insist on these checkpoints in your inspection protocol: (1) pairing consistency — both buds connect simultaneously across 100 consecutive case-open events; (2) ANC performance variance across units, not just golden samples; (3) case-bud contact charging over 500 cycles; (4) mic wind-noise rejection in real call tests; and (5) firmware version consistency, because mixed-batch firmware is a top cause of retail returns.
For orders above ~$10,000, book third-party inspection (SGS, TÜV, QIMA — typically $300–400 per man-day) during production, and require the factory's own aging-test records for the battery cells.
ODM vs OEM vs white-label: choosing your model
White-label (buy an existing catalogue model with your logo): lowest MOQ, fastest to market, zero differentiation — suitable for promotional channels and entry D2C. OEM (your design, their production): tooling-heavy, best when you own industrial design. ODM (their reference design, customized to your spec): the pragmatic middle — tuning, housing color, battery size and packaging customized within a proven platform.
